In keeping with Section 27(2)(e) of the Saint Lucia Constitution Order 1978, the Prime Minister has advised Her Excellency, the Governor General to terminate the appointment of Dr. the Honorable Nicholas Frederick, as a Senator. As a consequence, Dr. Frederick will relinquish his position as Attorney General and Minister for Justice with effect from Friday July 16, 2010.

The Prime Minister has further advised Her Excellency in accordance with Section 24(2)(a) of the Constitution to appoint Mr. Lorenzo Rudolph Francis, as a Senator to replace Dr. Frederick. Mr. Francis is also to be appointed as Attorney General and Minister for Justice, pursuant to Section 60 (4) and 62 of the Saint Lucia Constitution Order 1978.

The appointment of Mr. Francis as a Senator and Minister is consistent with the objective of exposing new and younger persons into the process of governing the country and bringing new ideas into government.

Mr. Francis is a practicing Barrister, who holds a Bachelor of Laws (LLB) degree, a Masters degree (LLM) in Tax and Corporate Law, a B Sc (Economics and Accounting) and a Post Graduate Diploma in Management. He also has had many years of public service experience particularly in the Ministry of Finance, Inland Revenue Department. He will therefore also be a valuable addition to Government’s economic team.

The Prime Minister wishes to express his appreciation to Dr. Frederick for his contribution to government over the past 3 ½ years. His years of experience as a Civil Servant were often a major asset in guiding the Cabinet through many difficult situations.

The Prime Minister hopes that he will continue to place this experience at the disposal of Government.
