The Ninth Meeting of the Council for National Security and Law Enforcement (CONSLE) was convened at the Jolly Beach Hotel, Antigua and Barbuda, on 25-26 February 2010 under the chairmanship of the outgoing Chair, Senator the Honorable Martin Joseph, Minister of National Security, Trinidad and Tobago. The proceedings witnessed a hand over of chairmanship to Dr the Honorable Leon Errol Cort, Minister of National Security and Labour of Antigua and Barbuda.
The Meeting of the Council was preceded by the Seventh Meeting of the CARICOM Security Management Committee, Ninth Meeting of the Security Policy Advisory Committee (SEPAC) and the Third Meeting of the Joint Caribbean-US Working Group for the Caribbean-US High-Level Dialogue.
The Meeting discussions underscored the need for greater importance in the advancement of security issues which undergird the development of the entire Region. Primary focus was given to strategies for CARICOM’s long term military deployment in Haiti as it relates to the security component to support CARICOM’s health intervention; preparations for ICC World Twenty 20 in March 2010; and critical updates regarding the implementation of the Crime and Security Agenda including the preparation of CARICOM Travel Card Project.
The Meeting also discussed the findings and report emanating from an Administrative Review of the Management Framework for Crime and Security and endorsed the four (4) programme thematic priorities for FY 2010 for the Crime and Security Agenda which include (a) Intelligence Capacity Building and Coordination; (b) Border Security and Integrated System Coordination; (c) Regional Law Enforcement Capacity Development; and (d) Resource Mobilization.
The Meeting ended with Ministers reaffirming their commitment to cooperation in the area of Crime and Security in the Region.
